Tier Two Governor's Advisory Council

On October 5, 2010, Governor Pat Quinn signed an executive order creating an advisory council for the eventual construction of the Elgin-O'Hare West Bypass project. The Advisory Council will advise the Governor and make recommendations regarding the development, and implementation, and operation of infrastructure improvements in the vicinity of O’Hare International Airport, including the Elgin O’Hare West Bypass project. The IDOT project team will be providing study information, including findings of financial planning and construction phasing analyses to the Advisory Council to assist in its mission.  The Advisory Council includes four working groups: project financing, economic impact, sustainability, and diversity.
